REQUEST FOR THE RESOLUTION OF ACCUSATIONS AGAINST GENERAL SECRETARY NGUYỄN PHÚ TRỌNG

Dear Sirs and Madams,

On 25 September 2023, I submitted a petition for cassation review of Court Judgment No. 325/2022/HS-ST (dated 30 August 2022 by the Hanoi Municipal People’s Court) to the Hanoi-based High People’s Court, Vietnam.

On 2 January 2024, I visited the High People’s Court to inquire about the petition. The receptionist handed me “Notice of Petition Transfer” No. 1994/PC-TACC dated 25 September 2023, which informed me that my petition had been transferred to the Supreme People’s Court for review and resolution under its jurisdiction.

After that, I approached the Supreme People’s Court three times (on 2 January 2024, 21 February 2024, and 10 July 2024) to follow up on my petition. Each time, after checking the internal network, the receptionists gave me the same answer: there was no information whatsoever about my case.

Instead of waiting for the Supreme People’s Court to accept my case as indicated in the “Notice of Petition Transfer” from the Hanoi-based High People’s Court, on 11 July 2024, I submitted the petition directly to the Supreme People’s Court.

On 14 August 2024, I went to the Supreme People’s Court again to inquire. The receptionist informed me that my petition had been accepted on 2 August and was under review.

Subsequently, I visited the Court five more times (on 4 September 2024, 27 September 2024, 21 October 2024, 3 March 2025, and 4 September 2025). On each occasion, the receptionists gave me the same reply: the Supreme People’s Court “is still reviewing and resolving” the case.

My case concerns accusations against Nguyễn Phú Trọng, General Secretary of the Communist Party of Vietnam, of “High treason” under Article 108 of the Penal Code, and against Hoàng Trung Hải, a Politburo Member and Hanoi Party Committee Secretary, of espionage under Article 110 of the Penal Code. (Please see the attached file How Law Enforcement Agencies Violated the Law in the Case of Lê Anh Hùng for more details.)

“High treason” is the most serious crime a national leader can commit, given their profound influence on the nation’s course. As the saying goes: “A fish rots from the head down.” I therefore request that the relevant authorities uphold the rule of law by addressing these accusations in accordance with legal procedures and restoring justice to the wrongfully convicted victim. Those who commit especially grave crimes against their own country must be exposed and brought to justice; even after death, they must remain condemned and despised. History must be written truthfully; justice must prevail; only then can our country avoid similar catastrophes in the future.

I earnestly call upon the Vietnamese leadership to promote institutional reforms—first by integrating the Party’s and the State’s apparatuses, gradually “decoupling from China,” and pivoting strategically toward the liberal, democratic, and civilized world.

Please raise your voices to demand that the Vietnamese authorities resolve my accusations in accordance with the law.
